Simon Williams, in the preview for one of his video courses gave the following checklist for finding good moves:
(1) Checks and captures, (2) Make a threat, (3) [if those don't lead to a clear move] Improve your position.

OTOH there is the Willie Hendricks school of thought -- "Move First, Think Later: Sense and Nonsense in Improving Your Chess" https://www.amazon.com/Move-First-Think-Later-Improving/dp/9056913980
